Implement Meritocracy and Review and Relook the approach of the Bumi Special Privileges. Bumi privileges should about bringing them to be on par with the other races and afetr a certain time when they are capable the privileges will be removed so as to allow them to compete with the Rest of the World. Now, the Bumi Privileges are to spoil them with rent seeking approaches, and its not surprising after 60 years they still cannot compete with the local Non Bumis let alone the Rest of the World.

In the transition from communal to non-communal politics, we demand reservation of seats for Indian Malaysians and other minorities in decision making bodies at all levels of the government, especially in local councils and special authorities to represent the Indian Malaysians and other minorities. Where there already exists reservations, it must be increased to correlatively increase representation. The representation of Indian Malaysians need to be open to not only politicians but also to informal leaders and other responsible members of community.

The Bangsa Malaysia should be reshaped and reconstructed into a country-based (negara-based) by taking its values and norms from different ethnic beliefs, that contain a multiculturalism concept of bangsa as a foundation that contribute to the reshaping. The policy and concept should be changed into "MALAYSIANESS", not "ETHNICNESS" based from one ethnic (the so-called majority) that is still being used today. National Commission for Malaysianess can be created to conduct countrywide programs and introduce the programs too to the different agencies of the government so the staffs would understand. Basically, take and gathered all the necessary values from different ethnicities to set up programs and modules.

Revamp and review roles and responsibilities of existing governmental agencies and ministries to avoid overlapping. Priorities need to be given to address the issue of racial and religious discrimination and not to act as a ministry that “manages matters pertaining to non-Muslim matters” - current roles and functions of the Ministry of Unity.

Review the NUAP and concretise the contents of the NUAP by focusing on the real core issues (e.g- racial and religious discrimination).Suggestions from the NUCC’s report should also be incorporated into the NUAP (e.g-National Harmony and Reconciliation Commission/ Anti-Hate Speech law/ National Unity Bill to replace existing laws that are outdated/irrelevant). The National Unity Action Plan needs to be a living document that will be continuously refined in addressing the real issues of racial and religious discrimination.

Formation of an Equal Opportunity / Harmony Reconciliation Commission. This commission should include an independent council / committee which will be responsible in overseeing matters pertaining to racial and religious diiscrimination in Malaysia. They shall be empowered with a specific legislation (e.g., An Enabling Act / Comprehensive Anti-Discrimination Act) that allows the investigation of complaints of incidences of racial and religious discrimination, development of minimum standards to counter racial and religious discrimination, conducting national inquiries concerning the mistreatment of people on the basis of race and religion, making submissions about proposed laws, commenting in the media and raise public awareness on the issue of racial and religious discrimination.

The start towards Bangsa Malaysia is the eradication of material differences in the schools beginning with differentiation of children according to race and religion, the composition of teachers and staff which must show a balanced representation of all races. The Ministry of Education, the state Education Departments and their staff must be led by qualified persons of all races. The headship of national schools must not be chosen from a single race and they must be appointed on merit. Religious classes must be limited and not compromise the time for secular subjects including science and mathematics. Special residential schools for bright Malay students must be open to all bright and deserving children of the other races to and such schools be staffed by teachers of all races. Teachers must be so trained to eliminate racial prejudices and the same be inculcated among the students in every aspect of school life. Scholarship and bursaries as well as intake of students into tertiary institutions must be merit based with limited exception to Malays and other students. Universities and institutions of higher learning must similarly eradicate all forms of hegemony by one race. Residential houses must remove segregation to promote personal relationship.
