Pernyataan masalah:
The rise of cases of bullying has negatively impacted children’s mental health and studies. Parents
and teachers were cited as perpetrators of bullying. Refugee children highlighted that they are
bullied in their apartments, playground and en route school.
Nilai dan Kepercayaan:
For school management to take urgent and proper action when confronted with cases of bullying.
Child perpetrators are given counselling and proper assistance.
Perpetrators who are teachers are removed from their position as teachers.
Cadangan Penyelesaian:
1. Engage and empower all children from all communities including refugees, asylum-seekers,
migrants and stateless to keep themselves and their peers safe through systematic
participatory assessments, capacity building, awareness raising against all forms of violence
including physical and online bullying and reporting them confidentially.
2. Institutionalise prevention and response to bullying and online bullying through child
safeguarding policies and child protection response procedures with all schools, learning
centres, community-based organisations, religious schools, residential care including those
run by NGOs and government with confidential feedback and reporting mechanisms
regulated by competent child protection authorities.
3. Avail adequate and effective rehabilitative services and support services for bullies and
survivors. Extend this service to refugees, migrants and stateless children.
4. Reform of policies in educational establishments following disclosures of bullying and
subject perpetrators to the laws that protect children in Malaysia.
5. Institutionalise regular awareness raising and capacity building on the negative impact of
bullying children, laws governing the protection and safety of children and confidential
reporting mechanisms with judicial, enforcement, medical authorities including SCAN and
OSCC, first responders, child protectors, social workers, teachers, school staff, NGOs,
families, children from all communities.

that their child had experienced cyberbullying.

Terjemahan
Isu dan Polisi Semasa:
Peningkatan kes buli memberi kesan negatif kepada kesihatan mental dan kajian kanak-kanak. Ibu bapa dan guru diiktiraf sebagai sebab utama kes buli. Anak-anak pelarian memaklumkan bahawa mereka dibuli di pangsapuri, taman permainan dan sekolah dalam perjalanan.
Nilai-nilai dan Kepercayaan:
Bagi pihak pengurusan sekolah untuk mengambil tindakan segera dan tepat ketika berhadapan dengan kes-kes buli. Pelaku kanak-kanak diberi kaunseling dan pertolongan yang sewajarnya. Pelaku yang merupakan guru disingkirkan dari kedudukan mereka sebagai guru.
Penyelesaian:
Melibatkan dan memperkasakan semua kanak-kanak dari semua komuniti termasuk golongan pelarian, suaka- pencari, golongan migran dan tanpa kewarganegaraan untuk menjaga keselamatan diri dan rakan sebaya melalui penilaian sistematik, peningkatan keupayaan, meningkatkan kesedaran terhadap semua bentuk keganasan termasuk buli fizikal dan buli dalam talian dan melaporkannya secara rahsia.
Menyeragamkan pencegahan dan tindak balas terhadap buli dan buli dalam talian melalui polisi-polisi perlindungan kanak-kanak dan prosedur tindak balas perlindungan kanak-kanak dengan semua sekolah, pusat organisasi berasaskan komuniti, sekolah beragama, kediaman tempat penjagaan termasuk yang digiatkan oleh NGO dan kerajaan dengan maklum balas sulit dan mekanisme pelaporan yang dikawal selia oleh pihak berkuasa perlindungan kanak-kanak berwibawa.
Memanfaatkan perkhidmatan dan pemulihan yang mencukupi dan berkesan untuk pembuli dan mangsa. Melanjutkan perkhidmatan ini juga kepada pelarian, migran dan kanak-kanak tanpa kewarganegaraan.
Pembaharuan dasar dalam pertubuhan-pertubuhan pendidikan berikutan pendedahan kes buli dan pelaku subjek terhadap undang-undang yang melindungi kanak-kanak di Malaysia.
Meningkatkan kesedaran dan pembangunan kapasiti terhadap kesan negatif membuli kanak-kanak, undang-undang yang mengenai perlindungan dan keselamatan kanak- kanak dan mekanisme pelaporan sulit dengan badan kehakiman, penguatkuasa, pihak berkuasa perubatan, termasuk SCAN dan OSCC, responden pertama, pelindung kanak- kanak, pekerja sosial, guru, kakitangan sekolah, NGO, keluarga, kanak-kanak dari semua komuniti harus diperlembagakan.
