Review the approval/evaluation process for Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) reports

The EIA is a study to identify, predict, evaluate, and communicate information about the impacts on environment of a proposed project or development, taking into account inter-related socio-economic, cultural and human-health impacts, and to detail out the mitigating measures prior to project approval and implementation.

However, the practices thus far do not assure EIA requirements to meaningfully serve the objective with a lack of transparency, questionable stakeholders’ participation and compliance to conditions that allows the development of environmentally sensitive areas (ESA). Furthermore, EIA standards between Peninsular, Sabah and Sarawak vary tremendously.

These reports are not easily accessible to the public stakeholder on any related developmental projects.

Nilai dan Kepercayaan:

The EIA and SIA should be produced to enable decision makers to assess a project's impacts in all its phases before a project is approved.

The public and other stakeholders must be given:
1. access to all documents produced including the EIA and SIA on any planned development and
2. the opportunity to present their views and inputs before a decision is made to approve the project.
Their views and inputs must be taken into consideration in the approval process

Cadangan Penyelesaian:

It should not be the burden of the people to have to search frantically for a EIA/SIA report that concerns them. The responsible parties (auditors, developers and etc.) must be proactive and open about sharing this important public information.

Publicly accessible information must be easily accessible.
