Pernyataan Masalah / Isu:

1. The risks of child sexual abuse, exploitation, physical abuse, child pornography in Malaysia is
execerbated due to the lack of enforcement, prosecution, poor awareness and application
of laws, policies and SOPs causing revictimisation of children. There is a lack of specialized
judges, judicial officers, DPPs, enforcement officers, Child Protectors, service providers
supporting children with safe placements, case management, psychosocial support, legal
intervention and rehabilitation.
2. With the rise in online sexual abuse and exploitation of children, Malaysia lacks trained
enforcement, child protectors, prosecutors and judicial authorities to investigate online
crimes against children. Police are reluctant to investigate child pornography without a
police report, shifting the burden away from the enforcement body.

child sexual abuse including online abuse , and their roles under the mandatory reporting of
Sexual Offences Against Children Act 2017 (SOACA) and Child Act 2001.
